Vulnerable countries that have contributed least to climate change but will be effected by its impacts
Africa stands to suffer the most from climate change whilst having contributed the least to the problem. The continent is already experiencing climate change impacts such as increased desertification. Much of sub-Saharan Africa are already in a precarious position on food production and agriculture, and climate change will likely exacerabte that. International finance – the amounts required, the governance arrangements that need to be in place and other questions – is key to Africa's negotiation in Copenhagen climate deal.
