61 countries, accounting for over 78% of global emissions have submitted mitigation pledges to the UN, under a January 31 deadline agreed under the Copenhagen Accord (PDF).

With the initial phases of the Accord underway, the Prime Minister reflects the world has 'taken the first steps towards an historic transformation in the trajectory of global emissions'.

US submits 17% target

US formally submits target – 17% on 2005 baseline, contingent on domestic legislation – and also urges others to declare association to UN so Copenhagen's 'landmark provisions can be implemented'.
